Runwal Enterprises Wins Cluster Redevelopment Rights in South Mumbai

Runwal Enterprises has secured rights to redevelop two prime land parcels in south Mumbai's Marine Lines and Bandra, with a combined gross development value exceeding Rs 50 billion. The announcement, made on 19 January 2026, marks a significant acquisition for the developer under Maharashtra's cluster redevelopment framework.

Regulatory Framework and Structure

Both developments will be executed under the cluster redevelopment framework outlined in Regulation 33(9) of the Development Control and Promotion Regulations, a state-led initiative aimed at accelerating urban renewal and infrastructure growth. Cluster redevelopment allows multiple buildings, housing layouts or land parcels within a defined area to be redeveloped under a single framework. Unlike traditional society redevelopment projects, which typically involve one building at a time, the cluster model enables integrated planning for roads, open spaces, utilities, social infrastructure and rehabilitation housing.

Marine Lines Project

The Marine Lines project, located at a sea-facing site near Saifee Hospital, will have a development potential of about 0.5 million sq ft. Marine Lines, a historic residential neighbourhood in South Mumbai, has seen renewed interest in redevelopment as infrastructure projects progress. Marine Lines, a prime residential area in South Mumbai, is currently experiencing a steady appreciation in property values. The average property price in Marine Lines ranges from ₹70,000 to ₹95,000 per square foot as of early 2025.

Bandra Component

The Bandra project, spread over 2.5 acres, is expected to generate substantial value from its free-sale components. Bandra West has emerged as a target location for cluster schemes as developers seek to consolidate aging housing stock across larger land parcels.

Scale and Investment

The developer plans to invest around Rs 25 billion across the two projects, involving more than 600 housing society members, and is currently in the process of securing government approvals. This scale reflects the complexity of coordinating multiple housing societies and stakeholder rehabilitation within a unified redevelopment framework.
